Update on Missing Persons

This release is an update to the release we issued on January 23rd, 2015.

On Thursday January 22nd at approximately 6 p.m., the North Bay Regional Health Centre reported to police that two patients of the hospital’s Mental Health and the Law program, Cara Duval (who also goes by the last name Donnelly) and Joseph Pepin, did not return from permitted off-unit privileges.

With concerns for their well-being and safety, and the safety of the public, the North Bay Police issued a news release and photos of the two missing persons, who were suspected to have left North Bay in Pepin’s vehicle.

North Bay Police have received information and believe that both were in Hanwell, New Brunswick yesterday. Concern for their well being and safety continues. Without ongoing monitoring and supervision, both pose a significant threat to public safety.

The investigation continues.


Cara Duval (or Donnelly) is described as:
• a Caucasian woman
• 5’1″, 117 lbs
• 37 years of age
• brown hair shoulder length, usually kept in a pony tail
• brown eyes
• last seen wearing a ¾-length blue coat, pink boots, blue and black toque


Joseph Pepin is described as:
• a Caucasian man
• 6 feet tall, 174 lbs
• 39 years of age
• brown hair
• blue eyes
• may be wearing a ¾-length grey coat, jeans and running shoes.
